James F. Bush, President
Prior to establishing School Site Solutions, Inc., Mr. Bush
was the Assistant Director of the California Department of Education's
School Facilities Planning Division and was responsible for supervising
the staff that approved all K-12 school sites in the State and
for all the written policies related to the school site approval
process.
In addition, Mr. Bush's experience has included:
Assistant City Planner, City of Roseville
. Specialized in land use and zoning, development projects,
public hearings and CEQA compliance.
School Planner, Elk Grove Unified School District
, Roseville City and High School Districts and eleven (11)
others. Director of School Planning, Placer County Office of
Education. Responsibilities included facility master planning,
site acquisition, negotiations with developers for school developer
fees and school sites, Board and community presentations and
State funding.
In addition to his K-12 school experience, Mr.
Bush served as a Sierra Community College District Trustee for
seventeen (17) years (1983-2000). Because of his background in
school facility planning issues, Mr. Bush was the Board's representative
on all major facility projects facing the District, including:
- Helped develop District policies on educational
master planning and facility master planning.
- Helped establish the site identification and acquisition
process for the Nevada City/Grass Valley Sierra College campus.
- Helped put together the approval process for the
College's preferred site, including presentations and joint
meetings with City and County officials, zoning and land use
issues, compliance with CEQA and meetings with the California
Post-Secondary Education Commission.
- Helped negotiate the property dedication for the
Sierra College Lincoln Campus. Worked with the Western Placer
Unified School District to coordinate a Joint-Use High School/Community
College Campus.
C. John Dominguez , Vice President
Prior to establishing School
Site Solutions, Inc., Mr. Dominguez served as a Field Consultant
for the California Department of Education, School Facilities
Planning Division. In this capacity, he assessed site constraints
and approved proposed school sites. In addition, Mr. Dominguez
monitored the implementation of the Qualified Zone Academy
Bond (QZAB) program for all of California . For seventeen years prior, Mr. Dominguez was an American Government
teacher at Del Oro High School in Loomis. His extensive experience
in a classroom environment serves him well in a facilities planning
environment.
Michelle Collins, Planning Manager
Currently serving as Planning Manager
for School Site Solutions, Inc., Ms. Collins has 15 years of
experience working for the California Department of Education
(CDE) in planning for K-12 school facilities and education technology
in the classroom. Her knowledge and skills include the identification
and acquisition of new school sites, the State School Building
Program (SBP) process, educational master planning and facility
master planning, current technology trends and educational reform
initiatives, such as the federal No Child Left Behind Act of
2001.
Most recently, Ms. Collins took the lead in developing and administering
new federal grant funding programs at the CDE Education Technology
office, including the School Renovation Technology Grants, a
program to reduce the student-to-computer ratio in classrooms,
and the Enhancing Education Through Technology Grants, a program
to assist teachers to use technology to support the curriculum
and promote student achievement.
In addition, Ms. Collins has worked as a consultant for CDE's
School Facilities Planning Division. Her experience included
a regional assignment approving K-12 school sites in northern
California , advising local educational agencies about the site
acquisition and state funding process, and developing policies
and procedures related to the school site approval process. She
participated in the development of new SBP loading standards
and funding formulas for Special Education and Alternative Education
facilities. She was also instrumental in the implementation of
new funding initiatives such as the K-12 Class Size Reduction
Program, Child Care Facilities Revolving Fund, and the SB 1795
Joint-Use Program.
